Total control with the traffic cameras over citizens moving around the city by cars and motorcycles will be introduced in Moscow from April 22. If the state number is not listed in the digital pass, the car owner will be recognized as a violator of the self-isolation regime and will receive a fine of 5 thousand rubles. According to "Kommersant", cameras are gradually introduced to control the violators: from a few dozen on April 15 to 2.5 thousand by the beginning of next week. Experts insist that there are no legal grounds for sending "letters of happiness" according to Moscow Administrative Code. The Supreme Court also gave explanations on this issue on Tuesday. The explanations of the Supreme Court on this issue are still "quite general," says Elena Izotova, a senior lawyer of  “Kosenkov and Suvorov” law firm.
